Why dont you try to get her here as a turist? It might be the fastest way. Once here you guys could get married, you can apply for her green card (so she wouldn't loose her legal status) and once you became a citizen you'll need to change the status on the petition. The legal process will be longer than if you wait for the citizenship and then appy, BUT she will never loose her legal status. Good luck!!
