Is a simile an example of figurative language?

Figurative language is any use of words to communicate something other than their plain, literal meaning. So yes, someone who says "His heart was like ice" or "Your kisses are sweeter than honey" or "She's as strong as an ox" (all examples of simile) is using figurative language. Those comparisons communicate something truthful, but they're not literally true.
