How do I get my boyfriend to be more romantic?

I have tried everything - doing romantic things for him, praising him tons and tons and tons whenever he does anything slightly romantic. Suggesting subtly and not so subtly what I would like. I am a very romantic girlfriend - always have some present or surprised planned for him. And I'm not going to lie, doing it for him makes me happy too. But he has very little romantic tendancies. He made me dinner last night - but only so he could come over to watch the hockey game. He buys me flowers, but usually only when he's in trouble. How can I get more out of him??? And I'm not looking for monetary things, its not about that. Just effort.
